The competition was launched in September 2014 aiming to execute, alongside the City Council, a building that would house the administrative program of the existing construction: financial, administrative and general board. The current building would only house activities related to councilors.
The building site is located on the rear façade of the City Hall and is surrounded by trees, with few buildings nearby. The proposed project seeks not to stand out from the existing building and is related through the adoption of the same height and floor levels.
The main access is via the covered walkway that begins at the City Hall building. The project hall is positioned next to the south façade, the walkway enters the interior of the plant, providing visual integration between the different levels and maximizing the relationship between the building and the park in the background.
The functional sectors are completely integrated into free plans at all levels, the reserved and service areas are positioned on the façades, freeing the building’s interior for everyday activities and intensive use.
The corners of the proposed building have two functions: structural and programmatic. The reinforced concrete structure makes it possible to establish the rigidity and bracing of the structure of steel columns and beams. Furthermore, the corners absorb essential programmatic needs: complementary facilities, elevators, stairs and restrooms.
